Your sent and received Chat Requests are managed in the Chat Request tab, below the notifications. 

When someone sends you a Chat Request you will receive a Notification and a Chat Request.

To accept the chat just click Accept Chat.

You then have 72 hours to chat and decide if you want to become Buddies.
